Beef Enchiladas

2 cups refried beans ( 1 can)
1 pound cooked ground beef
1 (8 oz) cottage cheese
1 1/2 cup shredded cheddar cheese (divided )
1 tsp olive oil
4 1/2 tsp flour
1 tsp chili powder
1/2 tsp garlic powder
1/4 tsp salt
1 1/2 cup water
1 tsp cider vinegar
1/2 tsp dried minced onion ( I used fresh onion)
12 flour tortillas (6 inch) ( I used burrito size)
1. In large bowl combine beans, meat, cottage cheese and 1 cup cheddar. Set aside
2. Sauce: In non-stick skillet, whisk oil,flour, chili powder, garlic powder, and salt. Gradually add water, vinegar and onion. Bring to a boil, cook and stir for 2 minutes. Remove from heat, roll both sides of flour tortilla in sauce. Place 1/2 bean mixture in center of tortilla and roll up. Place each in baking dish. Pour remaining sauce over all. Top with cheese.
3. Cover and bake at 350 degrees for 20 minutes.
I did not place half of bean mixture in one tortilla ,I just put how much looked right like I was making a burrito. I am gonna try this again but add a little more spice to the sauce and meat mixture.
